As I went over in my SREcon talk, relying on the kernel's built-in OOM killer to save responsiveness is often a losing battle. The kernel doesn't actually know when it is out of memory in any direct sense: being "out of memory" means not just that memory is full, but that there is nothing left to reclaim – and the only way to determine that is to attempt the full reclaim cycle and have it fail.
